You don't need to describe what's in it; tell me how old your Steam version actually is.
Or refresh Steam rightaway:
1. Copy your entire Steamapps folder to another place on your hdd.
2. Then download the latest Steam installer.
3. Uninstall Steam.
4. Reboot PC.
5. Delete any remains of the Steam directory. It must be gone entirely.
6. Launch regedit and delete the key [HKEY_CURRENT_USER\Software\Valve]. Close Registry.
7. Defragment.
8. Install Steam all over again.
9. Then put back your steamapps where it belongs.
10. Reboot the PC.
