You both have an E8400? He's running his at over 4 Ghz i guess? the WEI reads the default clock and the multiplier. But it doesn't understand ½ step. I have mine (on Vista x64) at 3.8 Ghz with a 8½ multiplier, Windows thinks it runs at 4.05 Ghz (so with a 9 multiplier). My score is 5.8. 6.4 seems a bit high to me. But then, WEI on Vista scores lower than on Win 7.
Anyways, WEI is unimportant and should not be taken seriously. But still, 3.2 is rediculously low, not normal. As if it's running single core.
Let me look at your BIOS settings. Could you take pictures of every single page of your bios and post them here. You can use the attachment option so they are stored on this forum, if you want.
