So you have no administrator rights on the PC.
That's not how to reboot. To reboot/restart the PC (in Windows XP): click on Start -> Shut off -> Restart
(in the picture below, the green one):
To use the Task Manager: press Ctrl + Alt + Del keys at the same time.
In Task Manager select tab Processes to select and shutdown a process of your choice.
